OVERVIEW

At a time when organizational planning is undergoing a progressive shift to the indicative planning process, the Planning Division of this institute created on March 01, 2016 is envisaged to catalyse building of long-term strategic vision and develop R&D priorities that would facilitate catapulting the institute into higher trajectories of performance. The Division is envisaged to function as a decision support system for the Director in developing sector-specific targets and provide policy stimulus towards accelerated institutional growth.

Operating within the framework of CSIR’s overarching mandate and the specific expectations of other sponsoring agencies (Government departments/ministries and industry), the Division is to play an integrative role that balances strategic sector, knowledge sector and social sector R&D goals. Emphasis is on developing prescriptions that maximise output through optimal utilization of resources and appropriate alignment of programmes against national missions and stakeholder expectations.

KEY FOCUS AREAS

The identified key focus areas of the Planning Division are:

  1. Evaluation of R&D Performance
    a. Assessing returns to R&D investment
    b. Mapping of technology solutions developed /deployed against impact
    c. Performance mapping of other relevant institutions in order to achieve benchmarking
  2. Technology Mapping
    a. Technology information, forecasting and assessment in relevant domains
    b. IP Landscaping for relevant projects and domains
  3. Facilitation of Trans-disciplinary Activities:
    a. Identification and planning for incubation and translational programmes
    b. Mapping of inter-agency opportunities
    c. Institute-Academia programmes
    d. Formulation of Mission Mode programmes
  4. S&T Policy
    a. Policy research in materials, manufacturing and devices
    b. Policy for state-central programmes
    c. Human capital mapping
    d. HR vis-à-vis product organization
